To create a Docks: You need a nearby building, just like normal, but you need to place the Docks on the outer edge of the Sand. You can use a Construction Soldier/Tank and turn it into a building to make a Docks near the beach, or just make a bunch of Houses towards the sand. T-shirt VIPs have been discontinued, and replaced with game passes. Click the left/right arrows on the game pass page to see them. You do not have to re-buy the vips if you already own the t-shirts.
